Ulez friendly carb refurb

Hi new to the site and looking for some expert help. I'm the proud rider of a '96 GSX-R600, shes got 35,000 on the clock, well cared for but not Ulez friendly (£12 a day) .
I've refurbed the carbs about 18 months ago and was thinking of doing the same again but using smaller jets etc to reduce emissions with the aid of a new exhaust.

Am I dreaming to keep her going and cost effective or is there another way, looking for advice please.

Have you considered getting it tested? It's £175 to get it done but if a 1984 RD350 can pass it I'd be surprised if yours didnt
